TEAM and the frequency problem

The design intent is sound — frequent observation with specific feedback is what actually improves practice. The failure mode is equally predictable. An assistant principal running twenty observations a semester, each requiring scored ratings and written feedback across many indicators, will start producing generic comments by the third week. The rubric stays rigorous; the feedback stops being useful.

Calibration
Where evaluation carries this much weight, inter-rater reliability stops being a technical nicety. If two evaluators in the same building score the same lesson differently, every downstream use of the data is compromised.
